Kathleen Walker-Starks is a multi-decorated U.S. Army veteran and executive with more than 25 years of combined military and civilian leadership experience. As a Founding Member and President of Starks & Hayes Consulting, she applies her deep expertise in workforce management, human resources, and organizational operations to deliver consistent results for government and industry clients.

During her military career and tenure on the U.S. Army Staff, Kathleen directed mission-critical programs, managed complex organizations, and developed policies that strengthened readiness and efficiency across the force. Transitioning into the private sector, she continued to serve in senior analyst and leadership roles, providing operational guidance, compliance oversight, and strategic planning that improved performance and accountability.

At Starks & Hayes, she leads the firm’s strategy and execution, securing contracts with federal agencies such as the Department of Veterans Affairs and the National Institutes of Health. Her leadership combines disciplined decision-making with a focus on measurable outcomes, positioning the company as a trusted partner in government contracting.

Kathleen holds a Master of Business Administration (MBA) and brings a proven record of service, adaptability, and results-driven leadership to every engagement.
